Aquaphor ointment. It is expensive, but it works well. My son uses it, and he has excema.
EDIT: Try to get the hands damp first, so the aquaphor seals in the moisture, then put gloves on and sleep in them overnight. It is like an instant cure! If it is excessively severe, your uncle may want to consider seeing a doctor for a prescription for steroids. An over the counter option is cortisone cream, but that is pretty weak and may not help as much.
