Thank you very much for your answer! I live in the US but I don’t own a business yet…I’m thinkng about sending US branded cosmetics to China. Is it difficult to be approved as small business?

The answer depends on your location – different countries have different laws.
However, most countries have more or less similar principles governing business. So, if you have a registered business that can retail/sell domestically, you can also legally sell internationally or “export’.
This is where it gets tricky. To export, you need export licenses to send the goods out from your country(again, ease of getting this depends on the country you are in). Also, if the volumes are small, lets say 1 unit of one product at one shipment, many countries dispense with export document requirements. Some do not.
Also, correspondingly, the international buyer may or may not require an import license. Again, for small shipments, this requirement may be dismissed.
One more caveat though – since we are talking cosmetics which contain sensitive chemicals which may be harmful to the users(and also the possibility of transporting banned chemicals to and from countries under the guise of cosmetics), all countries I know of, have testing certificate requirements for cosmetics i.e you will have to provide a certificate confirming what chemicals have been used in your product and/or are not harmful to the intended users.
For small shipments also, as far as Im aware, couriers – DHL, FedEx, UPS etc do not accept shipments of cosmetics internationally due to the sensitive nature of the materials, without a certificate.
